This is a really old "Sierra3.cfg" file which has a white color theme. I just tried it with one of the more recent versions and it read it just fine (but off course changed my toolbars).
Back up your existing Sierra.cfg file in the SC installation folder, and replace it with this one. If you decide you want to undo this, delete and replace with your back up copy.
