For a simple crossover you can do:

if (CrossAbove(FastPlot, SlowPlot, 1))
{
DrawArrowUp("up arrow" + CurrentBar, false, 0, SlowPlot[0] - 2 * TickSize, Color.Green);
}
else if (CrossBelow(FastPlot, SlowPlot, 1))
{
DrawArrowDown("down arrow" + CurrentBar, false, 0, SlowPlot[0] + 2 * TickSize, Color.Red);
}
