Which broker that works with NT8 has a Debit Visa / MasterCard card?
Interactive Brokers is the only broker I have found so far. But for tax reasons is not good for me since As an American being based in Japan would mean double tax.

There is a finite number of futures brokers with which you can use NT8, so you should give them all a call or email and ask them directly and then report back here on what you find out. Having said that, I'm not really sure what "has a" debit card means.
I'm guessing you mean withdrawal, not deposit. If so, I'm 99% sure that the answer is....none.
To find out with whom you can use NT8, go to this link and look at available brokers on the drop-down menu under the "buy platform" option. I believe this is the full list of available brokers.
