I'm not sure if this is what you mean but you can access the exact coordinate of the line

Double click on the line
Go into coordinates tab of a short window that opens

This does not change unless you move the line. There are also options in the line settings which open when you click on horizontal line, you can do many things there like changing colors and locking the line to not move around accidentally.
