What's the best broker for the low latency API - HFT trading?

Looking for the following features:

• Thousands of trades in a day
• Low latency & the fast fills
• Contingent order (buy => oco (stop and profit take orders).. fill or kill on the initial/buy order.. (Constantly polling for the open orders and cancelling can be pain at this scale)
• Like tradovate, is there a broker with Rithmic R API with flat / zero commission monthly fee? estimate is about 2000 contracts a day
• Tradovate doesn't work as its CQG and its slow, have to go through their API
• Anyone tried Rithmic Diamond API? and their hosting?
