Does anyone know of a way to make sure they can
  1. be aware of any major central bank speakers about to make comments, and
  2. hear or read them in real time?

For the first question, you need a financial calendar, such as https://www.forexlive.com/EconomicCalendar or similar.

For the second, there are 'live' squawk services available. Talking Forex / RANSquawk used to be good. Then they got acquired and raised prices. But there are others too.

I'd recommend these for times and dates, and data numbers. The numbers come out in a very few seconds of the release

Try this for the ecb speeches (see image) Try the Press office at the Central Banks, or podcasts.
