1. Is it possible to script the above? Note I am not referring to RSI.
2. If yes, can I also filter for stocks in sectors with highest relative strength in the past 1 month?

I just came across a youtube video that uses a 'Relative Strength' TOS indicator that compares a stock's growth vs SPX. See here...


You can use that indicator to build a scanner in TOS that focuses on many other parameter including stock sector.
