Do programmers/software designers/developers own “duty of care” to the gen. public ?

The subject of this thread is derived from forexfactory and then the article shown in the attachment. I am not very familiar with this “duty of care” concept, however I guess it concerns a duty of showing to the general public (purchasers) evidence that job being done by programmers/software designers/developers has been planned, executed, framed in a context all aimed (just?) to the best interest of the end user.
Would anyone, programmer or not, like to share views / experiences about this ?
As regards nexusfi.com does anyone think that for this thread there should or there should not be some kind guidelines about this?
