1) it probably can't and even if it could your eyes probably can't!
2a) ICE and CME both have throttles that only allow you to change a certain number of orders per second. This is for ALL your orders though not per order. So if you are a quoting in lots of markets this applies to all your orders in total. I believe that there is a way to get exceptions to this. It should also be noted that both CME and ICE both have message ratio (Number of messages you send/number of lots you trade) thresholds that you get fined for if you exceed them.
2b) This has (in theory) nothing to do with spoofing.

Could you please explain how you decided on JPM? Which Investment banks did you consider ? Goldman? UBS? Morgan Stanley? Thanks for sharing your knowledge!
