OK, this is part of it: I was starting Gmail just now and I noticed, as it was starting up, that down in the lower right corner it said something like "Loading Standard View," and it also had a link to "Load Basic HTML," so I clicked on that instead, and got something kind of similar to the style of page before Gmail's recent change to a new format a few weeks ago.
While in the "basic HTML" view, when I clicked on the "View Mentioned Post" button in the FIO notice, it first printed out the redirection url on a blank page (never did that before), and then went right to the FIO post!
So:
1. It's working, in an odd way.
2. There's something about the latest update to Gmail that does not take the redirection from the notification page button, and they made that change in the evening 2 days ago (10/25/18), because before that the new "Standard View" worked fine with these FIO notices.
3. I imagine there will be other users for whom this kind of redirection is not working, and not just from FIO, so Google probably will do a fix fairly soon.
4. I have no idea why doesn't have the problem. Which Gmail view are you on, if I may ask? Did you take the upgrades?
If anyone else who is on Gmail has this issue, they can follow this procedure until Gmail does a fix.

when I just logged in a few minutes ago, I noticed I was logged in as another elite member, something like 'vfxxx' I believe. I went to a different page and then everything reverted back to normal with my username.
That's a cache issue. It's impossible to be logged in as another user by accident, but it may be possible that an interim page like login can show another username.
I thought I fixed that months ago but will take another look tomorrow.
Caching doesn't apply to non-guest users. It's all created dynamically on the fly. But the interim page for login is my best guess...
OK so I just looked again, as this is a major thing to me (seeing someone elses username as logged in).
I couldn't find any evidence of any issue with the caching. I ran a bunch of tests across the 100k+ cached pages in memory, and none of them showed any logged in user. I checked against multiple methods to verify this, examining HTML for hints the user is logged in (using grep -lr) such as cookies, user id's, and other HTML markup that happens only when logged in.
So, if this happens again please take a screenshot that includes the exact URL you are on and the username you see, so I can find the exact occurrence of this.
