Cboe Eyes Prediction Markets With Regulated All-or-Nothing Binary Options
Cboe Global Markets is developing a new class of all-or-nothing options contracts designed to compete directly with prediction markets like Kalshi and Polymarket. The exchange is in early-stage discussions with retail brokerages and market makers, targeting a Q2 2026 launch.
How it works:
These are binary-style contracts tied to market and economic outcomes. If the specified event occurs, the contract pays out a fixed cash amount. If not, it settles at zero. Think of it as exchange-traded yes/no bets, but with the clearing, surveillance, and regulatory framework of a major options exchange.
What Cboe is doing differently:
CEO Craig Donohue said Cboe will deliberately avoid sports-related contracts -- steering clear of the legal and regulatory landmines that state gaming commissions present. Instead, they're focusing on market and economic indicators, leveraging Cboe's deep SPX options liquidity pool.
JJ Kinahan, Cboe's head of retail expansion, emphasized they'll "go through a lot of rigor" on legal and compliance before listing any contracts. The products would be regulated by the SEC or CFTC, depending on the underlying.
Why this matters:
Prediction markets are exploding -- Kalshi and Polymarket logged a combined $17 billion in trading volume in January alone. Cboe sees an opening to bring this demand onto a regulated exchange with institutional-grade infrastructure.
For options traders, this is worth watching. If Cboe can successfully bridge the gap between traditional options and event-style binary contracts, it could create an entirely new category of regulated derivatives. The question is whether the regulatory pathway is as smooth as Cboe's leadership suggests -- binary options have a complicated history in the US.
This also comes as Cboe reported strong Q4 2025 earnings ($3.06 EPS, beating estimates) and is simultaneously winding down its European derivatives platform to refocus resources.
